- Delivered in materially narrower form than the pledge's wording.
- Not started
- No observable implementation step yet.
- Broken
- The government has acted contrary to the pledge, or delivery is no longer possible in this parliament.
- Unmeasurable
- The wording is not testable; we say so rather than faking a verdict.
