The World Health Organization has warned that the current Ebola outbreak is moving faster than the international response can contain it. The machinery of international disease response rests on detection, isolation and contact tracing happening faster than transmission. Once an outbreak moves ahead of that cycle, the options narrow to quarantine zones, travel restrictions and waiting for the epidemic curve to turn - measures that carry their own economic and political costs. The WHO's job is to coordinate sovereign states, not to command them. Its warnings are an invitation, not an order.
