Thousands cross from Morocco into Spanish enclave as EU calls for border reinforcement

Thousands of migrants have entered Ceuta, the Spanish territory on the North African coast, in what the Independent describes as a sudden deadly surge. The BBC reports the EU has called for strengthened borders following the influx from Morocco.
Ceuta sits on Morocco's northern edge but has been Spanish since the seventeenth century, when it passed to Spain under the Treaty of Lisbon. The city remains one of two Spanish enclaves on the African mainland, the other being Melilla. Both function as external EU borders, making any breach a matter for Brussels as well as Madrid.

The Independent notes the role of videos and rumours in driving the movement, suggesting coordination or at least shared information among those attempting the crossing. Whether Morocco actively facilitated the surge or simply declined to prevent it is the question neither outlet has answered—but the distinction matters. Ceuta has been a pressure point before: Morocco has historically used border management as a diplomatic lever when relations with Spain or the EU deteriorate.
What to watch: whether Spain and Morocco issue any joint statement, and whether the EU converts its call for reinforcement into funding or personnel. The enclave's status makes it Europe's problem in law, but Madrid's problem in practice.
