Spain attacks EU neighbours over Ceuta response as pressure mounts on Burnham

Spain has criticised what it calls the 'selfish' response of some EU countries to a surge in migrant crossings at Ceuta, its North African enclave, as the EU calls an emergency meeting to discuss the crisis. Tens of thousands have crossed into Ceuta in recent days.

The BBC reports Spain's rebuke came as EU states debate border security. The Daily Express and GB News both report that Andy Burnham, Britain's new Prime Minister, is facing calls to set out an immigration plan immediately, with the Ceuta situation cited as a warning of what could happen without regional controls.

The argument turns on a familiar question: who decides. Ceuta is Spanish sovereign territory, but it sits on the African coast - Morocco controls the land approach. Spain is in the EU; the EU has external border rules; but Spain cannot seal Ceuta without Morocco's cooperation, and Morocco has its own politics. The Express frames it as a test for devolution: if Greater Manchester gets more powers under Burnham's plan, does it get a say on who settles there? The question is not rhetorical - it is the next constitutional row waiting to happen.

What to watch: whether Burnham's government produces a migration framework before the autumn, and whether it includes any regional role. The Ceuta crisis will resolve or it will not, but the principle - control, consent, and who holds the pen - does not go away.
