Russian soldier kills four in Crimea shooting, as Ukraine strikes Black Sea resort

A Russian soldier opened fire in Crimea, killing three civilians and one colleague, the Independent and BBC report. The incident took place in territory Russia has occupied since early 2014.

Separately, a Ukrainian drone attack killed seven people at a popular Black Sea resort beach, according to the Independent. The two incidents - one by a Russian serviceman against Russian civilians, one by Ukrainian forces against a Russian-held resort - frame the war's geography: Crimea is contested in fact, even where it is administered as settled.

The peninsula was annexed in the spring of 2014, and Russia has since treated it as sovereign territory. Ukraine and most of the international community do not recognise the annexation. The legal question is unresolved; the practical question is that both sides now strike it, and civilians die in both directions.

The soldier's rampage adds a domestic dimension to the casualty count. When a state's own forces turn on its civilians in occupied territory, it suggests either a breakdown in discipline or a morale problem the state would prefer not to advertise. Either reading is material.

What to watch: whether Ukraine continues to strike civilian infrastructure in Crimea, and whether Russia acknowledges the internal security risk its own deployments now present to the population it claims to protect.
