The same outlets report a separate Ukrainian drone strike that killed seven people at a beach resort on Russia's Black Sea coast. The two incidents sit on opposite sides of the same strategic equation: drones used against soft targets, far from any military installation, by both sides.

The war crime accusation rests on distinction - the principle that combatants must distinguish between military and civilian targets. A drone chasing one unarmed man through a market fails that test on its face. A strike on a resort beach is harder to assess without knowing what, if anything, military was nearby.
