Reform UK proposes wholesale welfare overhaul, scrapping disability payments

Reform UK has unveiled plans to overhaul the welfare system, with the party claiming the package would deliver savings to the Exchequer. The BBC reports the plan would scrap Personal Independence Payment, while The Sun says the proposals would "force sick back to work".

The centrepiece is the abolition of PIP, the non-means-tested benefit paid to people with long-term health conditions or disabilities. Multiple outlets report Reform's claim of substantial savings, though the party hasn't yet published costings for independent scrutiny. GB News reports a separate Reform commitment to end hosepipe bans through expanded reservoir capacity.

The proposals arrive as welfare spending continues its post-pandemic climb. PIP was introduced under the Coalition to replace Disability Living Allowance - itself created after the All Work Test proved politically toxic. Every government since has discovered the same truth: the caseload grows faster than the forecasts, because the forecasts assume the criteria stay fixed and the claimants stay rare. They do neither.

What matters now is whether Reform publishes the assumptions - who loses what, how many, and what happens to them next. The figure is the easy part. The second-order consequence is the one that decides whether this is policy or arithmetic.
