Reform pledges foreign nationals benefit ban in welfare overhaul

Reform UK has announced plans to ban all foreign nationals from claiming benefits in Britain, part of a package the party says would cut the welfare bill by billions.

The BBC reports the ban would include EU citizens. The Guardian describes the proposals as targeting the most vulnerable, while the Independent calls them senseless and cruel. The Daily Mail frames the announcement as a shake-up that would axe disability payments for millions and notes the Conservatives have proposed their own welfare savings, though at a lower figure.

The machinery here is worth watching. A ban on foreign nationals claiming benefits would require primary legislation and would almost certainly face challenge under retained EU law on equal treatment for workers. The question isn't whether the policy is popular - polling suggests it's - but whether it survives contact with the courts and the international agreements Britain remains party to. The second-order consequence: if the ban applied only to new arrivals, it changes the arithmetic far less than the headline suggests; if it applied retrospectively to settled workers, it opens a different legal fight.

What to watch: whether the proposal distinguishes between workers and non-workers, and whether it attempts to override existing treaty obligations. The gap between announcement and statute is where most welfare promises die.
