Rayner halts council reorganisation after legal advice

The government has paused decisions on local government reorganisation following new legal advice. Angela Rayner, the Deputy Prime Minister, announced the halt after challenges to her planned overhaul of local authorities in England.
The Guardian reports that plans for the shake-up are on hold, while the Daily Mail describes the decision as "more Labour councils chaos". The BBC confirms that plans for a major overhaul have been halted. GB News notes that local elections will now go ahead as scheduled, with the reorganisation plans suspended.

The machinery here is instructive. Local government reorganisation requires primary legislation - the Local Government Act gives ministers powers to merge authorities, but only through statutory instruments that can be judicially reviewed. The legal advice appears to concern whether the proposed changes could withstand challenge in the courts. When a government halts a flagship policy on legal advice alone, it is usually because the advice said the policy would lose.
The question now is whether this is a pause or a retreat. If the legal obstacles are procedural - timing, consultation periods - the reorganisation returns after the fixes. If they are structural - whether the changes themselves breach existing statute - the whole project may require a Bill the government does not have time to pass.
