Early release scheme projected to generate tens of thousands of additional crimes

The government's prison early release plan will result in tens of thousands of additional crimes, according to analysis cited by the Daily Mail and GB News. The Mail reports the scheme will lead to sex offenders, robbers and arsonists being released early, while GB News frames the projection in terms of future victims.
Downing Street said it was "not possible" to exempt the killers of PC Andrew Harper from the early release scheme, the Mirror reports. The case has become a flashpoint for the policy, given the officer was killed while on duty.

The economic logic of early release is containment: the prison estate has run out of space, and building cells costs money the Treasury doesn't wish to spend. The trade is explicit - release prisoners early to avoid immediate system collapse, and accept the downstream cost in crime and re-offending. The question is whether that trade is disclosed to the public, or presented as a technical fix with no consequences.
Every early release cohort generates a recidivism rate - the share who re-offend within a set window. The projection of additional crimes rests on applying known re-offending rates to the number of prisoners released early. If the government disputes the figure, it must either challenge the rate or the denominator. If it accepts both, the admission is that the cost of not building cells is borne by future victims, not by the Treasury.
What to watch: the re-offending statistics for this cohort, published months after release. The gap between the projection and the actual figure will tell us whether the early release screening worked, or whether the numbers were correct and the public was simply not consulted.
