Disabled bus passes to run round the clock under Burnham reform

The government is ending time restrictions on disabled people's bus passes in England, the BBC and the Guardian report. From the end of August, disabled passengers will be able to travel free at any hour, not only off-peak.
The Guardian says Andy Burnham is scrapping the restrictions; the BBC frames it as extending free travel to a full day. The Express carries a figure of over fourteen million people affected by changes to the older person's pass, though the outlets don't give a combined figure for all concessionary travellers. The Mirror describes the change as part of Burnham's vision for accessible transport.

The reform turns a concession into a right without a curfew. The older person's pass has run off-peak since its creation to avoid swamping commuter services; the disabled pass inherited the same hours. Lifting the time limit treats access as a question of equality, not capacity management - the bus either serves you or it doesn't. The cost sits with local authorities, who reimburse operators for lost fares. Whether the Treasury compensates councils in full, or they carry the difference, will determine whether this is redistribution or a new unfunded mandate.
What to watch: the August implementation date, and whether the older person's pass follows the same path. If it does, the political question becomes whether free travel at rush hour is a public good or a subsidy the fare-payer carries.
