The machinery here is worth watching. Water is a natural monopoly: customers can't switch, so the regulator substitutes for competition. When the warning comes from Downing Street rather than the regulator, it suggests either that the regulatory settlement isn't working as intended, or that the political cost of rising bills now exceeds the tolerance for letting the system run quietly. Either way, a warning after the fact is cheaper than changing the rules.
