The Daily Express frames it as a wake-up call, warning that Britain will face the same migrant crisis as Spain if Burnham ignores it.

Ceuta is a Spanish enclave on the North African coast - a piece of Europe on the edge of Morocco, surrounded by fences. It has been Spanish since the seventeenth century, when Portugal ceded it during the Restoration War. The Express claims Burnham's plan is the "opposite" of what is needed, and that Nigel Farage has exposed a "huge flaw" in Labour's approach.
