Burnham to push asylum dispersal to middle-class areas despite higher cost

The Prime Minister will proceed with plans to relocate asylum seekers to middle-class areas, the Daily Mail reports, despite the policy carrying a higher cost to taxpayers than existing arrangements. A village facing an intake of more than a thousand male migrants has raised concerns about safety and capacity.

Meanwhile, Labour still has no plans to build new prisons, according to the Mail, even as the Guardian reports nearly two thousand cells sit empty because of fire risk. The government has proposed upgrading Category C and women's prisons to ease overcrowding, with GB News reporting that one option under consideration is housing male inmates in female jails.

The thread connecting these stories is cost versus capacity. Dispersing asylum seekers to areas with lower existing concentrations may spread the load, but accommodation in higher-cost regions increases the per-head expense. Empty cells that can't be used because they fail safety standards represent sunk capital: the state owns the space but can't deploy it without spending again to bring it up to code. Upgrading women's prisons to hold men solves one scarcity by creating another - unless the female prison population is expected to fall, or new women's capacity is built elsewhere.

The test of any dispersal or estate policy is the second-order consequence: does it reduce the total cost per head, and does it leave the system with more usable capacity than it started with? The answers aren't yet in the public domain.
