Burnham promises largest prison expansion since Victorian era

Prime Minister Andy Burnham has announced the largest prison building programme since the Victorian period, as the system approaches capacity. The Mirror reports laundry rooms will be converted into cells as an immediate measure, while the Guardian says Burnham will tell the Commons more public ownership is the only path to economic growth.

GB News reports Shadow Treasury Minister Darren Jones warned against public spending as a route to prosperity, while the Independent notes Burnham will seek greater public control of services in his Commons debut as Prime Minister. The Express carries a separate warning over the Northern Ireland Troubles Bill.

The last comparable prison expansion was under the Victorians, when the model prison at Pentonville opened and set the pattern for decades of construction. That system was built for a smaller population and a different sentencing regime - yet here we're again, converting storage space into cells because demand has outrun supply. The question isn't whether to build, but whether the state that couldn't plan for this can plan for anything else it proposes to run.

Watch the Treasury's response to the building programme cost, and whether the conversion of existing space becomes permanent policy or a temporary fix. The gap between announcement and funded construction will tell you which this is.
