Burnham opens the Treasury's chequebook for farmers - but the bill will run longer than the drought

The Prime Minister announced a £65 million package for farmers yesterday as the driest July on record threatens harvests across England. The Mirror reports the money will cover emergency fodder, irrigation equipment and lost yields. GB News says Burnham told farmers they "should not have to carry the risk of climate change alone".

The Independent notes the industry warned it was at "breaking point" - yields down, insurance premiums climbing, and feed costs already elevated from last winter. The Express carries warnings the package may encourage more intensive farming on marginal land, which some ecologists say worsens wildfire risk by clearing firebreaks and planting closer to woodland edges.

The phrase doing the work here is "should not have to carry the risk". It transfers weather risk from the balance sheet to the budget - a subsidy by another name. Farmers carried drought risk for centuries; crop insurance exists; the question isn't whether the state can pay, but whether paying changes the calculation for every business that faces an uninsurable external shock. If hauliers claim for winter fuel next year, or hoteliers for a wet summer, the precedent is already set.

The package runs until October. The test comes in twelve months: whether this was emergency relief for a one-off catastrophe, or the opening bid in permanent compensation for weather that has always varied and always will.
