The Express says Burnham is targeting 'fake' sales, and The Mirror reports he is considering changes to Railcard pricing to reduce train ticket costs. A Labour minister told The Guardian the government is seeking a 'deeper relationship' with the EU under Burnham's leadership, suggesting movement beyond the campaign rhetoric of managed distance.

The tour format is itself revealing. A Prime Minister touring the country to announce policy is either building mandate or avoiding Westminster - and the timing suggests both. The subscription trap pledge is genuine consumer protection, but it's also low-risk: nobody defends auto-renewal dark patterns. The EU line is the more consequential signal. If the deeper relationship means regulatory alignment, the question becomes which rules Britain adopts and whether Parliament votes on them.
