Burnham calls for wealthier areas to house more asylum seekers

The Prime Minister has called on affluent parts of the country to take a greater share of asylum arrivals, drawing fire from Conservative MPs and from his own backbenches. GB News reports Andy Burnham was blasted by a Tory MP who said the intervention showed "absolutely no plan". The Daily Express describes it as cowardly dithering; GB News elsewhere calls it the most reckless intervention yet on the migrant crisis.

The word doing the work is "dispersal" - a term borrowed from urban planning and emergency management, now applied to people. It sounds administrative, even neutral. It isn't. Dispersal assumes a fixed supply that must be distributed, not a flow that might be controlled. The frame is already lost: the question becomes where asylum seekers are housed, not whether the numbers arriving are sustainable or whether the country consented to them.

Burnham isn't the first prime minister to discover that the electorate doesn't consider this primarily a matter of fairness between postcodes. The tension is consent - who decides how many people come, and whether the infrastructure, the schools, the GP surgeries, the housing stock can absorb them. Asking Esher to do what Stoke has done doesn't resolve that question. It displaces it.

What to watch: whether the policy moves beyond the principle and into the arithmetic - how many, to where, funded how, and whether any local authority has a veto. The gap between a speech and a workable mechanism is where these commitments tend to fail.
