CIA had low confidence in Iran threat that triggered Trump's decoy aircraft swap

The CIA assessed it had only low confidence in intelligence suggesting a shoulder-fired missile threat to Donald Trump's aircraft, according to the Independent. Despite the low confidence rating, security teams proceeded with an emergency protocol that saw Trump transferred to a decoy catering truck at an airfield, while senior officials were left behind on the original plane.

The Daily Mail reports that Iranian intelligence had obtained details of Trump's bedroom location on Air Force One. The threat assessment centred on a possible shoulder-fired missile attack during takeoff or landing. Gas prices have hit their highest mark ever for mid-August as the Iran conflict continues, the Independent notes separately.

The machinery of threat assessment runs on a confidence scale: low, moderate, high. A low-confidence rating means the intelligence community judges the information possibly true but unverified, often from a single source or indirect reporting. The question it raises isn't whether the precaution was wrong - getting a President away from a possible threat is textbook - but what threshold now triggers the emergency protocol. If low confidence is enough, the bar has moved.

There's a second-order effect worth watching. Every time a President's security detail acts on low-confidence intelligence, adversaries learn the threshold. The value of forcing a disruptive response - aircraft swaps, route changes, decoy convoys - goes up even when the threat is notional. What began as caution becomes a lever.
